The intake/screening process is used to determine investigative response time. This is also when a determination is made as to whether the child is at risk of maltreatment, even if the report doesn't rise to the statutory definition of child abuse and neglect. Such cases are eligible for a CPS Prevention Assessment to determine if ongoing protective services are needed. However, the source documents do not specify in the Intake on Protective Services or CPS Prevention Policy and Procedures sections how a CPS Prevention referral is made.
