Any person who shall knowingly fail to make the report required by this chapter shall be guilty of a misdemeanor and shall be punished by a sentence of not more than six months' imprisonment or a fine of not more than $500.00. However, it is not specified that 'any person' is a mandated reporter. I interpreted 'character and extent of injuries' to mean 'type of suspected maltreatment' in report components.
